Windows 10 Cursor freeze after boot - gone after restart (every time)

Hey, i just installed Windows 10 again, updated all the drivers and now have a really odd problem: Whenever i boot Windows i encounter a laggy cursor. Or maybe the whole system is freezing for milliseconds idk. I tried using several other mice too, so it's defenitely not a Hardware problem of the mouse or their specific driver. When i try to reboot the PC it doesn't work and i have to turn it off manually. When i then start windows again, suddenly all is working fine.It's always the same loop: Booting (after being switched off for a few hours) -> Cursor lag/freezes -> reboot fails ->
