Windows 11 desktop goes black whenever I hover my mouse over the maximize/restore down button

Ever since updating to windows 11, whenever I hover my mouse over the maximize/restore down button for more than a second, a little bubble appears showing the different snap options for your open windows, but whenever that happens my desktop goes black, all the icons disappear, and the taskbar disappears. Only the windows that were already open remain on the screen, but if I minimize them they are gone too and there is no way to open them again. The only way to fix the issue is to restart the computer. It is super frustrating. Every time I accidentally hover my mouse over the maximize/restore
