Windows 10 Desktop Window Manager using massive amount of my GPU Processing

Hey everyone. I've been having issues with my GPU processing % as I stream to twitch and have been getting frame loss. When researching the issue it tends to be a GPU being maxed out when you get frame loss. I've noticed that this windows program (Desktop Window manager) has been taking up 25-45% of my GPU processing power. What is it? Why do I need it? and is there something wrong for it to be using up this much processing power? My current GPU is a NVIDIA MSI VENTUS GP OC Geforce RTX 2070 Super. Any help would be greatly appreciated! Thanks!
