Windows 11 Device Portal keeps turning itself back off - Windows 11 pro 22H2

I'm trying to turn on Device Portal in For Developers settings. It keeps turning itself back off again. recently upgraded to windows 11 pro 22h2 but when i try to turn on it turns back to off quickly again. i did see on similar thread this was a windows 11 issue but the last thread was back in 2022 - any help will be greatly appreciated.
