I work for a non-profit where we use Microsoft Family Safety to limit users access to certain websites. We had added a new account to our 25+ devices 1 year ago. They all appeared on the device list and had family safety activated. Out of our 25+ devices, only 3 appear on the device list as of today. We're stumped as to how so many devices have been removed from the device list (thus the family safety) and now have open internet access.
What's interesting is that in our "family" we also have a second account. Most (if not all) devices show up in the device list for that account, but not the one listed above. All 25+ devices have both accounts. Both accounts have the same settings on the admin and device ends, the only difference is which websites are allowed on each account.
What would be the reason that so many devices have been removed from the family safety on one account but not the other in the same family and how can we fix this? We'll accept a work around, but we're more looking for the root cause of the issue and a viable solution.
Any advice would be greatly appreciated.

- They are all logging in using a Microsoft account, not a local account
- Family safety is activated and shows it's limiting websites
- "Age" of the account is 13 (which is what we want)
- None of the people using the devices have the admin password to change family safety settings and neither me nor my supervisor had removed these devices from the device list
- All devices are Windows 7 or 10
