Windows 10 Directory Error 42 CTOERROR.flg in Windows 10

My relatively new HP computer is caught in a loop and will not open to the Windows 10 desktop. I get the Microsoft logo and the dots circle around and goes to the blue screen with options to troubleshoot or turn off the PC. When I do a Command Prompt for the Directory there is a result that shows no directory with "42 CTOERROR.flg. When I enter config, I get the message "'\windows/system32\config' is not recognized as an internal or external command, operable program or batch file." This happened after the last Windows 10 update which did hang up for an unusually long time at 80%.


I appreciate any help that you can provide. I was able to back up my files, but am wondering if my downloaded new software will still be there also. I dread that I will have to reset instead of repair. By the way, neither worked from the Troubleshoot blue screen prompt.
