I fixed it. I deleted the cache files and re-ran DISM and it's completed successfully.At least for me those are here: C:\Windows\SoftwareDistribution\DownloadYou can delete everything inside the "Download" folder and that might solve it for you too. It forces DISM to re-download everything instead of hitting something that's borked and hanging at 62.3% for eternity.
