Windows 10 Display Adapter Empty.

Have been experiencing a tonne of trouble over a year (page slipping down screen until taskbar appears at top; Word unresponsive; monitor going into frequent Auto Detect). Went to a few sites for help, but nothing has worked.One site today suggested I go to the Display adapters for a fix, but I was unable to follow the suggested steps because my card showed empty.I am a leper at this sort of thing, so any suggestions would be gratefully appreciated. Also, a computer shop said I needed a new monitor because my refresh rate was 59.883 Hz when it should be 60. Is that a real concern, or just a wa
