Windows 11 Display becomes pixelated and shaky if I hold down the pen tool for more than 4 seconds

I am having an issue with the pen tool when using it for a continuous stroke of longer than 4 seconds. The screen becomes pixelated, including the taskbar, until I let go of the pen or cursor. When connected to an external monitor it only affects the laptop screen and not the monitor.This only occurs when using the pen or pencil tool, not the highlighter or laser pointer, and not when using the multi-coloured pens, only standard colours.It occurs when using a stylus or finger on the touch screen or when using the mouse cursor if the window is on the laptop screen.
