Windows 10 Does anyone know how to turn this off? Because it didn't do this before this morning, and all of a sudden started this.

I have been trying to download new mods/shaders for minecraft. When all of a sudden the files wont let me open them to download them completely. Instead it will ask me to use an app to open them. I tried to fully reset my computer twice and it still does the same things. Uninstalled a couple apps that was asking to run in, and still continously went on. (um can we start trying to help me instead of ignoring it im crying ty xx)
