Windows 10 Does Windows 10 Pro installation require the computer to have SSD else will there be lags and system crashes when installed on HDD

I have a PC that's about 5 years old and am looking at upgrading it to Windows 10 pro the engineer however is insisting to install SSD without which he says the systen will frequently lag and freeze and will crash if installed on HDD. Please guide if it is so.
