Windows 10 Domain users cannot reset their expired password

I found that the user in my domain that they can reset their password when the password are expired. Here the details:(1) I have given the permission that users can reset their password(2) User can reset the password before it expired through the alt+ctrl+del(3) when the password expired, user can see the message that password expired and you must reset on the screen, and it still appear after user type the old password ,new password and press the enter.
