Windows 11 Download stuck while trying to factory reset

I decided to factory reset my pc while keeping my files (pretty much reinstalling my os) but for the past 2 hours it’s been stuck at 30% and i can’t even cancel it. i remember i chose to download the os online and it might be possible that my pc disconnected halfway (my wifi is pretty bad) so i was wondering if it is safe to unplug the pc or just wait longer
