Windows 11 Downloaded, purchased movies/tv shows not working offline

sHello all, so I have downloaded purchased movies and tv shows from the "Movies and Tv" app onto an external harddrive to watch when I don't have access to wifi. I was able to watch them easily, but now it says I need to be connected to the internet to "verify" that i have the rights to do so... Doesn't that defeat the whole purpose of downloading these movies? Please help, I am getting frustrated with these issues. I am running a Windows 11 home laptop.
