Windows 11 Error 0x80070780 File Cannot Be Accesed by the System

I have a brand new pc, not a week old. After downloading some games for my son, a few days later, at least 20 desktop icons have disappeared and been replaced by a generic picture of the world. When you click on it to try and open them (or delete them, I tried that too) I get the error code 0x80070780 "File Cannot Be Accessed by the System". I am able to open the games through steam or from searching the title in Cortana. How can I fix this and why did it happen?
