Windows 11 Error 0x80071771, the file can't be decrypted from hard drive even after following all the steps to unlock the files.

I can't view the photos from the hard drive, I followed all steps to decrypt the files, like Taking Ownership Of The External Hard Drive, Taking Ownership Through Command Prompt. use of chkdsk/f command but nothing works
