Windows 11 Error 0xc0000225 on Windows 11 help

To start off I have an internal SSD where I run Windows 11, and a hard drive with nothing currently on it. After leaving my PC to "Shut down and Update" I wake up to a blue screen where it said "Automatic repair couldnt repair your PC" with the log file "C:\Windows\System32\Logfiles\Srt\SrtTrail.txt”. After a ton of troubleshooting and youtube tutorials I run into the error code 0xc0000225. Lots of troubleshooting later and again, nothing working I try using a new windows 11 install to repair, that wouldnt work, so I tried to install windows 11 on the HDD, again that wouldnt work, so I physic
