Windows 10 Error 0xC002001B when trying to install HVEC Video Extensions from Device Manufacturer

My system details are at the bottom. As the title says, the Microsoft Store app gives an error 0xC002001B when I try to install: ms-windows-store://pdp/?ProductId=9n4wgh0z6vhqfor the purpose of using/processing GoPro videos in RaceRender and other video tools.I have two other Windows 10 computers that can do this without installing the HEVC Extensions. It is a recently purchased (June 2) computer with fresh install of Windows.OS Name: Microsoft Windows 10 Pro Version: 10.0.19044 Build 19044
