Windows 10 Error: 0xC1900101 - 0x30018 - the installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE

Hello my W10 Pro edition fails to update to from version 1909 to 21H1. It has been failing for a year or more. I have attempted all sorts of hotfixes like setting all the .NET components unchecked; cmdp lines like: sfc/scannow, Dism /Online /Cleanup-Image /CheckHealth, Dism /Online /Cleanup-Image /ScanHealth, Dism /Online /Cleanup-Image /RestoreHealth, rundll32.exe pnpclean.dll,RunDLL_PnpClean /DRIVERS /MAXCLEAN, among some others.I have also have uninstalled completly my antivirus, and set off the firewall.Unplugged all USB devices and other hardware except for mouse and keyboard.Updated all
