Windows 10 Error 1618 Visual Studio Installer

I already search for many similar problems with error 1618, and I followed the instruction such as restarting and reinstalling, terminating if more than one msiexec.exe is running. However, the error still pops out, and I am sure only one msiexec.exe is running the entire installation.LOG:Package 'Microsoft.VisualStudio.Debugger.JustInTime.Msi,version=17.5.33306.270,chip=x64,machinearch=x64' failed to install.
