Windows 11 Error code 0x80070490 when trying to enable/install .Net Framework 3.5 in Windows 11

Good afternoon everyone,I feel like I've tried everything. Several older programs require this framework to run, when I try to run them, it asks to install the framework. When I try to install, I always get the same error message:Windows couldn't find required files to complete the requested changes. Make sure you're connected to Internet, and try again. Error code: 0x80070490.I've tried the offline installers, which when I run those, it says it needs .Net Framework 3.5 to even run the installer, and then the above message occurs again.I also tried using the media creation tool, and running DI
