Windows 11 Error code 0xd000a002 that appears every time I attempt to log in using a PIN after restarting my laptop?

I have tried resetting my pin by deleting it and setting it again. This would work and I am able to use my PIN while my computer is running. Except that every time I restart my computer, I have to go through this process again. I have tried to delete the NGC folder but it seems to not exist on my computer as shown in the screenshot. Could someone please help with this issue?
