Windows 10 Error Code: 2502 and 2503, when installing applications on Windows 10

I have a HP laptop and an ACER desktop. Both are running win10 19045. On the laptop I seldom if ever get Error 2502 or 2503. On the desktop, I get them everytime. The main culprit seems to be MSI files such as the installer for OpenOffice. Why? Is there a permanent fix, besides switching to Linux?
