Windows 11 Error displayed when clicking to download Windows 11 ISO file (any edition/languages) (rejected even if logged on Microsoft account)

I go to the software download page to select downloading Win 11 ISO file, tried different lang pages and editions, selected the target lang, clicked download, then an error screen displayed to tell that I cannot download saying that it cannot be downloaded in anonymity but even I signed in, same thing happens.I just want to download a WINDOWS 11 image file so that I can customize the specified requirements and deploy for a friend for whom I will build a new PC soon. Especially, the target sys lang cannot be found in our local market.And how come we must select a lang before downloading? I was
