Windows 10 Error message "E:\ CLiP license device ID does not match the device ID in the bound device license" where E: is a DVD drive.

After replacing motherboard, CPU and memory following a destructive power failure, I get error message "E:\ CLiP license device ID does not match the device ID in the bound device license" where E: is a DVD drive. Microsoft DVD Player will no longer play DVDs. I purchased Microsoft DVD Player from the Microsoft Store a few years ago.
