Windows 10 “Ethernet doesn’t have a valid ip configuration” error

I have a 169.254.x.x ip address and I can’t seem to get my dhcp client to give me my real ip address. I’ve tried to use the ipconfig release and ipconfig renew commands but when I do the renew command it just times out. I’ve also tried to go into services and restart my dhcp client manually but when I do so I get an error 5: access is denied. I’ve tried to give permissions via the registry to restart my dhcp client but that hasn’t worked either. Does anyone have any idea how to fix this?
