This is driving me insane.

14000 of these events are being written to the event log every second and it is causing the software diagnostic policy & windows event log to hog between them 100% of CPU time.
The PC has been scanned umpteen times with various antivirus softwares with nothing found and i'm checking daily for windows updates and bios updates to see if there is any sort of fix for this.
The issue occured initially when there was a windows feature update ( i have no idea which one i'm afraid but i'm going to say 1809) , upgraded and immediately this PC is fighting something. I endured it for a week and then downgraded back to the old feature and immeditely it stopped fighting. Upgrading to whatever feature version and again immediately it's fighting something again.
What ever i have done to try and mitigate this issue has failed , i cannot afford to wipe this PC and backing up and restoring is going to be pointless if restoring puts back the problem
