Windows 11 Every 3-4 days (startups), my Windows 11 opens to a black background, instead of my selected Windows blue color.

Every 3-4 days (startups), my Windows 11 opens to a black background, as if it lost the fact I set the background to the familiar blue. Then I have to right click on Desktop, select personalize, and select the background color all over again. It's been doing this for months. Worse, when this happens, Windows often rearranges all the icons on my desktop which negatively affects my productivity. Any ideas on why Windows 11 is not remembering the blue screen I set as background color?
