Windows 11 Every time I open a program with Microsoft C++ I am prompted to Modify setup

I am trying to use Microsoft C++ 2015-2019 to run a game emulator on my PC. However every time I open the program, I am prompted to modify setup of C++. My only options are to "repair" or "uninstall" I click "repair" it comes up with "setup successful, you must restart your computer before you can use the software". Once I restart my PC and attempt to open the program, I once again prompted with the modify setup tab. If I uninstall and reinstall C++ it still does the same thing.
