Windows 11 Explorer.exe multiple instances causing problem for windows interaction.

Windows upon boot opens 2 instances of explorer.exe this causes the taskbar to flicker on and off and desktop items to disappear. I cannot interact with the desktop and can only open task manager. I used that to open cmd amd force shutdown explorer but when I restart it, the same thing happens with two instances of explorer.exe
