Windows 10 Explorer starts and immediately exits.

Explorer starts and immediately exits. DISM.exe /Online /Cleanup-image /Restorehealth says Error 605 and exits. sfc gets to 14% and says it could not perform the operation. All apps including Office 2013 run on the Win10 PC except for file operations which must use Explorer. How do I fix Explorer?
