Windows 11 Factory Reset Computer and it’s Stuck Resetting

I recently factory reset my computer and selected to download windows from the computer for the reset. During the process my computer got stuck in a cycle of resetting, getting to the welcome startup screen, briefly flashing the blue windows update screen, then resetting again. I’ve recorded the process and it shows that my computer is stuck at 64% downloaded on the windows update. Any help on how to fix this would be appreciated.
