Windows 10 Failed to install VC_redist latest version. and few other software with the same error shows 'user cancelled installation'

I am unable to add windows feature dotnet 3.0 and asp.net 4.8 gives error 0x800f0922 . Lot of software like Microsoft Visual C++ 2015-2019 and ocat installation is failing and showing error message "user cancelled installation" . I thought updating windows would fix it as there is a update pending for dotnet but trying to update windows but Feature update to Windows 10, version 20H2 is stuck at Getting things ready 0% or 70%. .
