Windows 10 Failing to get laptop to serve time and date to device

I would like the laptop to serve time and date from the CMOS clock to a Linear Telephone Entry device. This is a local network, no Internet.


Here are the laptop and device configurations:


Laptop static IP address = 192.168.0.149 running Windows 10 Home Version 1903



Linux device static IP address = 192.168.0.250, Subnet Mask 255.255.255.0, Gateway 192.168.0.1, DNS Server 1 192.168.0.250

(also tried 192.168.0.149)



Laptop communicates with device using web interface over Ethernet patch cable



Device configured for NTP Server Synchronization, Server Address 192.168.0.149



Laptop does not supply date & time to device (11-Nov-2019 after power applied to device)



Laptop can ping device:

Have attempted to set up laptop as NTP sever by starting time service and making a registry edit:
