Windows 11 File Explorer not respecting "Expand to current/open folder" value (disabled) after opening a Quick Access folder via the taskbar?

I've run into what seems to be a bug with Windows, but maybe there's still a solution. I have the "Expand to current folder" option disabled for the navigation pane in File Explorer. Typically, this works as expected. However, when I open File Explorer via right-clicking its taskbar icon and choosing any pinned (Quick Access) folder - as long as the folder isn't on the C: drive - then that instance of File Explorer acts as though I have the "Expand to current folder" option enabled (sort of - it acts a bit buggier than when normally enabling that option), but only when browsing within the driv
