Windows 11 Files are permanently deleted even though recycle bin properties is set for them to go to recycle bin

I have a two week old win11 computer. I set up recycle bin so I get a warning when deleting files. Recently, I noted that when I delete files, the warning is that they will be permanently deleted. And I no files recently added to the recycle bin (except for one empty folder and one shortcut). I confirmed that the recycle bin properties are set with "remove files immediately" unchecked.
