Windows 11 Font is not being installed on c:\Windows\Fonts but somewhere else, on Windows 11. As a consequence a very old program cannot find the font.

I have a very old program called PowerTab, which uppon execution looks for its font powertab.ttf on c:\Windows\Fonts. I installed the font by copying the file powertab.ttf in windows explorer into c:\Windows\Fonts. I can see the OS installed the font because it shows up in the list of fonts. However, I know the font is not in c:\Windows\Fonts because I did a dir command withing the command prompt, and the file is not there. Instead, the file is in the folder C:\Users\USERNAME\AppData\Local\Microsoft\Windows\Fonts.When I double click the program ".exe" file it prompts me this error: "The Power
