Windows 11 format feature not there

I have a dell xps 8940 running windows 11 (10.0.22621)...when in insert a cd-r or dvd-r and select the drive...the format option is missing...how do i format a new diskthe drive description is ATA PLDS DVD+/-RW DU-8A5LHi have see a few videos with reg edits..but they did not resolve the issueis this a dell thing or microsoft?
