Windows 11 Forza horizon 5 stuck at 9%? error code: 0x87E00017

my download for forza horizon 5 is always getting stuck at 9%, doesn't happen with any other games, i have contacted support almost 5 times now and it's all not worked for me, i have three seperate ssds if it matters, and i have uninstalled the xbox app to remove interference. i run off windows 11 as well
