Gigabyte Aorus z390 Pro, i9-9900kI recently installed Windows 11 22h2 on a new nvme disk. I also have a second nvme disk running Windows 10 22H2. While in Windows 11 the OS doesn't seem to be able to downclock the CPU when idle whereas Windows 10 does. I have tried all power plans and the only thing that works is decreasing Maximum processor state. Minimum processor state is set to 5%. My CPU is clocked to 4.8GHz and it idles at 4.7 to 4.8GHz. There are no tasks hitting the CPU and task manager shows CPU usage to be under 9%.I've also tried setting the hidden power plan values of Processor per
