Windows 11 Full screen games and other apps using the gpu have extreme lag, while windowed games/apps run normally

Steam games that I launch in windowed mode, or full screen windowed mode run very smoothly; anywhere from 80-110fps. When I switch to full screen mode, my fps drops to 3-6fps. To see whether or not this was a game/Steam specific issue, I downloaded Unigine Heaven Benchmark 4.0 to test my graphics card on its maximum settings. The same issue with full screen lag and running fine in windowed mode appears, so this issue doesn't appear to have to do with steam, or the graphics settings of my games. Youtube videos also play normally in full screen 4K resolution. This is a link to a brief video
