Windows 11 Gaming Services breaks my taskbar and causes a hang when changing windows

Yesterday around 4PM my computer started doing a weird hang when I changed windows. The screen would flash black for a second and the cursor would stop moving and then it would catch back up and I could use the new window with no issue. This struck me as a video card error or something because it looked like it was changing resolution. My taskbar icons also spread apart very strangely. I could still click on them where they were supposed to be, but the icons were overlapping or very spread.
