Windows 10 German keyboard layout in Japanese Microsoft-IME

Learning Japanese at the moment I want to learn to type in Japanese too. Although, I am very accustomed to the 'y'- and 'z'-key position to be like in the german layout, i.e. switched comparing it with the US layout. Whenever I want to write a character of the z- or y-series they get mixed up.Is there a way to just switch these two keys or rather change the whole layout in the IME-layout to the german one while maintaining the ability to change between scripts using the SHIFT/ALT/CTRL+CAPS LOCK key combinations?I do not want to "just deal with it" and just use the switched up y and z.
