Windows 10 Getting this weird beeping in Windows 10 occasionally when something changes the display resolution or scale (video included)

I built this computer recently. i9-11900K, EVGA RTX 3080 TI, 64 GB RAM, running Windows 10, but I've had something similar happen on previous builds (all EVGA GPU's). Basically when the resolution or UI scaling changes my GPU will chug a little bit and I'll get a beeping sound come through whatever audio device is set to play system sounds through. Here's an example of the beeping noise that happened when I changed the scaling on one monitor through Windows:
