Windows 11 Got a weird, "Let's Finish Setting Up Your Windows System" window after I restarted my PC, seven months after install.

Just got my Razer Naga Trinity MMO mouse in the mail (an eBay purchase from a private seller) which required an update to the Razer Synapse software to use. Well, after that installed, Synapse requested a restart of the PC to fully function, to which I obliged. But once my system did, the log-in took longer than usual (about 15-20 seconds compared to the 2-4 seconds it usually takes) and once logged in I was greeted with the "Let's Finish Setting Up Your Windows System," window I mentioned in the title.My question is, why would this happen? Is it possible I've bought a scam product form eBay,
