Windows 11 Got "temporary problem with the service" message when I want to chanage my phone number to another one

I have 2 private phone numbers, one is already used to bind to my Microsoft presonal account and I'd like to change it to another one. When I login to account.microsoft.com, entered "edit accout info" , passed Windows Hello, the 'add phone number', fill-in right mobile number and auth wih SMS code. But when entered the right SMS code, it shows "There's a temporary problem with the service. Please try again. If you continue to get this message, try again later." Actually I tried this attemp at least 4 times in 2 month
