Windows 11 GP Editor bug in Windows 11

Here's a new one on me. Someone asked me why, in Windows 11, if you go into a GP Preference setting (e.g. per-user Drive Mapping), and add an item-level target of "Security Group", the "user in group" option is grayed out. This is not the case on Windows 10, Server 2022, Server 2012-R2, etc. Given that "user in group" is a very common scenario, I have to imagine this is a bug...? Here's what it looks like in Win11:
