Windows 11 GPU Usage spikes to 100% at Idle + micro stutters

Hello, my GPU usage spikes in Idle to 100%, sometimes the mouse is freezing for 0.5 seconds, in games like Counter Strike i have freezes up to 3 seconds, i tried a lot sfc /scannow, clean install of nvidia driver. I deleted junk and temporary files. Temperatures are good. My specs: Ryzen 9 5950x Default settings, pbo auto, RTX 3060ti, 32 GB 3200Mhz DDR4, 700W PSU, Asrock X570 Phantom Gaming 4.
