Windows 11 Green drag box for Japanese input, multiple problems

I have seen other users complaining about a similar problem, in which a green dialogue box appears every time they try to write Japanese, ever since a recent update. That started happening to me today. I tried all the previous suggestions, setting the language preference to English, reverting to a previous version of IME, checking the “do not use direct input” box, but nothing works for more than a minute or two, then the box comes back. Even worse, it has stopped letting me cycle through kanji options. It just picks whatever one it thinks I want and moves on. What is happening?
