Windows 11 Having trouble going from corrupted Win11 to Win10

Hello, I've recently had Win11 crash and fortmatted my SSD to reinstall Win10, without backing up the files.Now, everytime I try to boot after BIOS, the computer will turn to black and USB devices will be unpowered which I'm assuming is Windows crashing before it even starts. I powered off the computer then tried again, which results in the pc resetting then booting to automatic repair. Any attempt to enter the recovery environment results in the PC returning to that same black screen and unpowered state. Back to recovery screen, I'm getting error code 0xc000221, and I cannot seem to enter any
